Division of Building and Zoning Codes

The Newark/Licking County Building Code Department is responsible for the enforcement of building codes for all residential and commercial projects for the City of Newark and throughout the majority of Licking County. Our department is also responsible for the enforcement of the Zoning Code for the City of Newark. We are located in the lower east wing of 675 Price Rd., Newark (old TB Sanitarium). Before applying for a permit from our office, you must first obtain a Zoning Certificate from your local zoning Inspector. Our office issues zoning permits only for projects located within the City of Newark. If your project is located in a township that does not have zoning enforcement, you must obtain approval from the Licking County Health Department. For information regarding whom to contact for zoning approval, please click on the “Zoning Contact List” attachment.

To submit for a building permit, please provide a completed Application, a copy of the Zoning Certificate (or Health Department Approval for areas without zoning) and construction plans and specifications for the project. If your project is residential, you must submit at least two complete sets of construction plans and specifications. If your project if commercial, you must submit at least three complete sets of construction plans and specifications.

The Zoning Code requires that any new construction, addition, remodel, or modification to any building, structure or land with in the Village limits must be approved by the Village Staff or by the Granville Planning Commission. This would include homes, garages, air conditioning units, fences, swimming pools, antennas, signs, driveways, or anything which is fixed to the ground. In any of these situations, a property owner who desires approval for a Zoning Permit must file an application with the Planning and Zoning Department to be considered. A permit is also required for any excavation, demolition, or construction of a building, structure, or land in the Village. The only types of construction that are exempt from acquiring a zoning permit are exact replacements (such as replacing steps), the re-roofing of a building or structure, or the re-painting of a building or structure. However, if any replacement, re-roofing, or re-painting alters the building or structure architecturally, the property owner is required to pursue the issuance of a zoning permit.

If any application does not meet the criteria found in the Zoning Code, the application will be denied. However, the applicant may request a variance hearing with the Board of Zoning and Building Appeals to be granted reprieve from that portion of the Code (i.e. setback requirements). The Board of Zoning and Building Appeals meets once a month to hear the variance applications.

If you plan any activity that is not exempted or your project requires a variance, you are required to apply for a permit at the Village Offices and submit the required fee. If your property is located in the Architectural Review Overly District, you are required to meet additional architectural standards, which can be found in Section 1161 of the Zoning Code, and you are required to receive approval from the Granville Planning Commission. The Planning Commission considers all applications on a bi-monthly basis. Generally, if your property is located outside the Architectural Review Overlay District, the Planning and Zoning Staff will review the application and render a decision.
